What Is Juneteenth?
President Abraham Lincoln's Emancipation Proclamation took effect on January 1, 1863. It declared enslaved people in the Confederate states free, but it could only be enforced where Union troops were in control. In Texas, the farthest west of the Confederate states, slavery went on.
On June 18, 1865, two months after the main Confederate army surrendered, Union troops under Major General Gordon Granger arrived in Galveston, Texas. The next day, June 19, Granger issued General Order No. 3. It began:
"The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free."
That day became known as Juneteenth. Formerly enslaved people in Texas began celebrating it the following year, in 1866, and the celebrations spread as families moved to other states. Slavery was abolished everywhere in the United States when the 13th Amendment was ratified in December 1865.
In 2027, it is 162 years since that first order was read in Galveston, and Juneteenth is a federal holiday for the 7th time.
